"A final promising approach is the From Learning to Practice (FL2P) Initiative, championed by the Center of Innovation and funded through the New Mexico Healthcare Authority (HCA). FL2P represents a breakthrough in bridging the gap from academic preparation to meaningful employment…"
The Center of Innovation, in collaboration with the New Mexico Health Care Authority (HCA), is now in the second year of the From Learning to Practice (FL2P) program. A statewide workforce development initiative designed to strengthen New Mexico’s behavioral health system, FL2P bridges academic preparation and clinical practice.
Response to the program has been positive, with accolades coming from the New Mexico Highlands Center for Excellence in Social Work Strategic Blueprint for Strengthening Social Work and Behavioral Health Career Pathways 2026 The report highlights the initiative as a promising model, as quoted above.
Through a structured two-part model that integrates Clinical Reasoning and Case Formulation (CRCF) training with applied supervision in practicum placements, FL2P helps build a stronger and more competent behavioral health workforce from the beginning of clinicians’ careers.
In the first year of the program, ten agencies across the state were selected to participate. These agencies received stipends to help offset the costs associated with supporting practicum students and to reduce the financial burden on students completing their placements. On average, four practicum students participated at each agency. Now in its second year, twelve additional agencies have been added with funding support from HCA. Particular attention was given to provider agencies serving rural, tribal, and frontier communities across the state.
Work is currently underway to secure ongoing funding to sustain the existing programs and expand FL2P further, strengthening behavioral health practice and workforce development throughout New Mexico.
