Become a New Mexico Behavioral Health EBP Provider

The Center of Innovation for Behavioral Health and Wellbeing has partnered with the State of New Mexico to support increased delivery of behavioral health evidence-based practices (EBP) in New Mexico, with an emphasis on increasing access to the following evidence-based practices.

  • Dialectical Behavior Therapy (DBT)
  • Eye Movement Desensitization and Reprocessing (EMDR)
  • Functional Family Therapy (FFT)
  • Multisystemic Therapy (MST)
  • Trauma Focused Cognitive Behavior Therapy (TF-CBT)

New Mexico EBP Provider Training and Qualification Standards

 

New Mexico Medicaid is offering specialized rates for these EBPs to providers enrolled within New Mexico Medicaid managed care and fee for service networks who meet New Mexico’s training qualification standards for each EBP.

New Mexico’s Medicaid State Plan Amendment (SPA) was approved on 2/6/2024 by Federal CMS. You can review the SPA and find additional information about the SPA on the NM HSD Website.

EBP Provider Applications

As a first step to increasing access to these EBPs, the Center of Innovation is accepting applications for providers who currently meet New Mexico’s EBP Qualification standards to determine eligibility for specialized Medicaid rates. Applications will be reviewed, and qualifications will be verified by the Center of Innovation team, in consultation with EBP experts. Recommendations for approval of a provider’s EBP qualifications will be made to the State. Providers will be notified if they have met the qualification standards or if additional steps need to be taken to meet the standards. 

Future Training Opportunities

The Center of Innovation in collaboration with the State of New Mexico will also be offering training opportunities for these EBPs.

Providers who have some EBP training but do not yet meet the qualifications (and therefore do not qualify for the EBP specific rate) and providers who are interested in training in these EBPs are encouraged to complete the EBP interest forms available on each EBP Page, linked above.

This information will be used to guide NMSU Center of Innovation’s planning for future training opportunities to support providers in achieving the EBP qualifications required for the EBP specific rates.

How will the EBP provider application be used?

The application process will be used to identify providers that are currently trained in the EBP and qualified to receive the EBP specific rate for these evidence-based practices (EBPs) and eligible to enroll with NM Medicaid to provide these services.

The EBP Interest forms, will be used to guide NMSU Center of Innovation’s planning for future training opportunities.

What are the qualifications to deliver these EBPs?

New Mexico has set qualification standards for providers enrolled with and delivering these EBPs within New Mexico Medicaid managed care and fee-for-service networks. The qualification standards are based on national training and certification entities for each EBP.

How do I prepare for the EBP provider application?

Please review New Mexico EBP Qualifications. The application for each EBP is an entirely online/digital application and may be accessed and previewed via the links at the top of the page.

Please gather and be prepared to enter or upload the following information prior to completing the online application:

  • Contact information
  • Agency location
  • Current funding and service delivery details
  • Medicaid enrollment ID
  • Licensure and Contact information for each EBP practitioner
  • Documentation of meeting qualifications from the identified training/certification entities.

Applicants may be asked to provide additional detailed information about their EBP training, trainers’ qualifications, consultation hours, and delivery experiences.

How and when will provider EBP qualifications be verified?

The application review process can take up to 45 days from the date the application is completed in full (all supporting documentation has been provided). Applications will be reviewed, and qualifications will be verified by the Center of Innovation team, in consultation with EBP experts. Recommendations for approval of a provider’s EBP qualifications will be made to the State. Providers will be notified if they have met the qualification standards or if additional steps need to be taken to meet the standards.

Approved providers will receive additional information about the specialized EBP rates, billing procedures, expectation for delivering the EBP, documentation of services, quality assurance expectations, and monitoring for maintaining EBP qualifications.

I have been approved as an EBP provider. What are the next steps?

If you are already a Medicaid provider, you will have to complete a provider update form, on the Medicaid portal, to include your specialty type for the EBP (see your approval letter). Once the update is complete, contact your MCO provider representative to update/amend your contract with the MCO. Each MCO has their own process. Provide a copy of your approval letter to all MCOs you are contracted with.

Will Medicaid advise what modifier to add or how to track this?

New codes and modifiers will be included in the fee schedule
